The two-year drive to overhaul the nation's election system moved a critical step closer to reality last night as the House voted overwhelmingly to approve legislation that would provide almost $3.9 billion to upgrade voting equipment and improve election administration as well as change many of the laws that govern how Americans register to vote and cast their ballots.
